Five environmental review filings were submitted to the Washington State SEPA Register for Thurston County between April 13 and April 17, 2026, covering residential, industrial, and infrastructure projects across the Olympia area.
The most significant development filing is the Kelsie Estates Preliminary Short Plat at 1223 Miller Ave NE in Olympia. Applicant Chris Carlson of Hatton Godat Pantier is proposing a 9-lot short subdivision on 1. 23 acres. The City of Olympia is the lead agency on the review, and public comments are due by May 7.
A second notable filing involves Blue Star Gas at 9326 Kimmie St SW in Olympia, within the Tumwater Urban Growth Area. Applicant Nickel Properties & Investments is seeking a Special Use Permit to install two 30,000-gallon propane storage tanks at a light industrial site. The tanks would support residential, commercial, and Autogas fleet fueling operations. Comments on that project are due May 5.
Thurston County Public Works also filed for environmental review of updated road construction standards. County Engineer Matt Unzelman submitted the proposal, which would revise the county's Road Standards last updated in 2017. The update is a policy change only and would not directly result in any construction. Comments close April 30.
Separately, Jay Kobza filed for a Class IV Forest Land Conversion permit at 4810 Sunset Beach Dr NW in Olympia to clear roughly half an acre of timber β about 15,000 board feet β ahead of building a single-family home on a 2. 09-acre rural parcel. Comments on that filing also close April 30.
