Nine-Lot Subdivision, Propane Facility Among New Olympia Filings

Three environmental review filings affecting Olympia and Thurston County were posted to the Washington State SEPA register this week, covering a residential subdivision, a propane storage facility, and a forest land conversion for a future home.

The most significant local development proposal is the Kelsie Estates Preliminary Short Plat at 1223 Miller Ave NE in Olympia. Applicant Chris Carlson of Hatton Godat Pantier is seeking approval to divide 1. 23 acres into nine lots. The City of Olympia is the lead agency for the review. Public comments are due by May 7, 2026.

A separate filing covers a proposed propane tank storage facility at 9326 Kimmie St SW, within the Tumwater Urban Growth Area. Applicant Nickel Properties & Investments, doing business as Blue Star Gas, is seeking a Special Use Permit to add two 30,000-gallon propane storage tanks to an existing office and shop site. The tanks would support residential, commercial, and Autogas fleet fueling operations. Thurston County is leading that review, with comments due May 5, 2026.

A third filing involves Jay Kobza's request for a Class IV Forest Land Conversion permit at 4810 Sunset Beach Dr NW, Olympia. The project would clear approximately half an acre β€” about 15,000 board feet of timber β€” on a 2. 09-acre parcel zoned Rural Residential Resource to make way for a single-family home. Comments on that application are due April 30, 2026.
